Why are our roads so bad

If you look at the land beside many roads, you will see that the land is higher than the road.  This means that during heavy rains, the road actually becomes the ditch.  Standing water keeps the roads wet and that promotes the formation of potholes.  The City patches these potholes as quickly as possible but, in many cases, the patch doesn't hold because the roadbed is still wet.

Can I do anything to help keep the roads better

Property owners should keep the ditches and culverts in front of their property clean.  Clearing leaves, branches and other debris from the ditch helps the water flow properly and keeps the roads dryer.
