Policy of Nondiscrimination on the Basis of Disability

The City of Payne Springs does not discriminate on the basis of disability in the admission or access to, or employment in, its federally assisted programs or activities. City Secretary has been designated to coordinate compliance with the nondiscrimination requirements contained in the Department of Treasury’s American Rescue Plan Act – Coronavirus Local Fiscal Recovery Fund (ARPA - CLFRF) regulations implementing Section 504 (24 CFR Part 8).

Citizen Participation & Grievance Procedures Notice

The City of Payne Springs has adopted complaint and grievance procedures regarding its ARPA – CLFRF allocation.  Citizens may obtain a copy of these written procedures at 19601 CR 2529, Mabank, TX 75156 during business hours. Citizens may also request the procedures be mailed to them by calling the City Secretary, at (903) 451-9229. These procedures outline the steps for a citizen to follow if s/he wishes to file a complaint or grievance about ARPA - CLFRF activities.

A person who has a complaint or grievance about any services or activities with respect to the ARPA - CLFRF project, may during regular business hours submit such complaint or grievance, in writing to the City Secretary, at 19601 CR 2529, Mabank, TX 75156 or may call (903) 451-9229.  The City of Payne Springs will make every effort to respond fully to such complaints within fifteen (15) working days where practicable.

Fair Housing Public Service Announcement

Fair Housing, It's the Law

To promote fair housing practices, the City of Payne Springs encourages potential homeowners and renters to be aware of their rights under the National Fair Housing Law.

Title VIII of the Civil Rights Act of 1968, as amended, prohibits discrimination against any person on the basis of race, color, religion, sex, disability, familial status or national origin in the sale or rental of units in the housing market.

INCREASING SEAT BELT USE

Pursuant to Executive Order 13043, 62 FR 19217 (Apr. 18, 1997) the City of Payne Springs encourages its contractors to adopt and enforce on-the-job seat belt policies and programs for their employees when operating company owned, rented or personally owned vehicles.

REDUCING TEXTING AND DRIVING

Pursuant to Executive Order 13513, 74 FR 51225 (Oct. 6, 2009) the City of Payne Springs encourage its employees, subrecipients, and contractors to adopt and enforce policies that ban text messaging while driving.
